Al-Qahira is the capital and largest city in the former Mulan empire. It’s a medium sized city of roughly 15,000 people. Formerly a caliphate, the city was the seat of the Caliph, The Caliph was considered a political and religious successor to the prophet Osiris and a leader of the entire Mulan empire. Roughly 200 years ago the Imperium Romanium breached the walls of the great city and murdered the last Caliph, Caliph Ptolemy XV. Ever since then, the city has been under the rule of a governor installed at the whim of the Imperium. The current governor, Brutus Amlethus, has been in power for 8 years. Order is maintained with a garrison of Imperium soldiers, some of whom act as the city watch.

The governor has the ultimate authority in the city, but the day to day job of ruling is left to a council of Viziers. There are Viziers of Trade, War, Law, and Kingdom.

  • Vizier of Trade – The chief treasurer and bookkeeper, responsible for promoting trade inside the city, as well as imports and exports.
  • Vizier of War – The chief strategist and military commander of affairs outside the city.
  • Vizier of Law – The chief legal advisor, who also manages the dungeons, and supervises law enforcement.
  • Lt. Governor – Chairs the council of viziers and serves as the governor’s proxy during his absences.

The city is the hub of trade in the South of the Mare Nostrum. Known for it’s diverse and expansive bazaars, almost anything can be had for a price. Just as famous are the black markets where illegal and stolen items can be found, including slaves. On the spice route, the city facilitates the transportation of spices, coffee, and textiles.

Slavery is not currently legal in Mulan, but the governor and the Imperium do nothing to stop it. Slavery is forbidden within the Imperium, but on the far side of the Mare Nostrum, it is just short of frowned upon. As long as slaves aren’t traded openly in public, the city watch turns a blind eye. Some have taken the opportunity to reignite the slave trade. Prior to Imperium rule, Mulan suffered a long and brutal history of its people being enslaved, both within and without its borders.

In Al-Qahira, and along the Iteru River Valley, the climate is a hot desert climate , but often with high humidity as it is not very far from the Mare Nostrum and the Iteru Delta. Wind storms can be frequent, bringing Sonsuz Desert dust into the city, sometimes from March to May and the air often becomes uncomfortably dry. High temperatures in winter range from 66 to 84 °F, while night-time lows drop to below 52 °F, often to 41 °F. In summer, the highs rarely surpass 104 °F, and lows drop to about 68 °F. Rainfall is sparse and only happens in the colder months, but sudden showers do cause harsh flooding.
